 Drop the quarantine-removal postflight (#4) 
Homebrew 6 deprecates Ruby `postflight` blocks in favour of the
declarative `postflight_steps`, but the step is no longer needed at all:
our macOS binaries are Developer ID signed and notarized, so Gatekeeper
lets a quarantined binary run.

It also can't have been doing the job it looks like it was doing.
Homebrew installs artifacts in a fixed order, and `generate_completions_
from_executable` runs before any postflight, so the binary is already
executed at install time before the `xattr` call.
